Der Vertrag über die Europäische Union wurde in zwei getrennten RK ausgehandelt, in denen es zum einen um die Wirtschafts- und Währungsunion (WWU) und zum anderen um die politische Union ging, die die Gemeinsame Außen- und Sicherheitspolitik (GASP) sowie die Zusammenarbeit im Bereich Justiz und Inneres (JI) begründete.
