Um die Durchlässigkeit zwischen den verschiedenen Institutionen, Lernformen und Arbeitsmärkten zu erhöhen werden ebenfalls neue Ansätze entwickelt, die die Anerkennung informell und non-formal erworbener Kompetenzen sichern sollen.
Auf der Grundlage nationaler Qualifikationsrahmen sollen alle Formen der Berufsbildung miteinander verknüpft und ein neues Verständnis der Bildung als lebenslangen und lebensweiten Prozess umgesetzt werden.
