Die staatliche Ordnung der einzelnen Bundesländer muss nach Artikel 28 GG der des Bundes entsprechen.
Dadurch wird eine gewisse Übereinstimmung der Bundesländer und des Gesamtstaates sichergestellt.

Für 2014 wird von einem leichten Rückgang der Schulden- quote ausgegangen.
