One lumen is defined as the luminous flux of light produced by a light source that emits one candela of luminous intensity over a solid angle of one steradian.
It covers a large fraction of the sky (over one steradian fully coded, three steradians partially coded; by comparison, the full sky solid angle is 4 or about 12.6 steradians).
