According to official information, the state spent more than six billion bolivars in upgrades including linen, crockery and recovery facilities and disabled spaces.
While the official exchange rate was fixed at 6.3 bolivars per dollar since early 2013, the black market rate had reached three times that, at 18 per dollar.
